The Old Orleans County Board of Supervisors created and authorized the Orleans County Medical Scholarship Board to help insure practicing Doctors for Orleans County's future generations.

Training Doctors
In 1966 Medical School cost $1,600.00 per year. Now the Cost of Medical School is often more than $40,000.00 per year. This is quite a debt to incure to be trained. The Legislature amended the OCMSB directives increasing the Scholarship to $36,000.00 effective March 2011.

The Orleans County Legislature amended the Scholarship, $18,000 to $36,000 reflecting the increase tuition costs to Train A Physician. A Doctor in training attends pre-med college four years, then four more years in Medical School. (a total of eight so far) Then a year of internship (thats nine years). Any speciality is added on; Eye 3yrs, Surgeon 4yrs, Internist 3yrs, CardiacSurgeon 11years. You are 30 years old and still training!

About Us
Orleans County Medical Scholarship Board
- OCMSB Makeup: The Board's Membership is a roster of six individuals representing a cross section of Orleans County. Members are recruited by the Orleans County Legislative Body and appointed to a three year term on the Board. Two are assigned to each of three classes to provide continuity in the Board's makeup and smooth transition yearly. These members serve at the pleasure of the Legislature. Two members are updated each year at the County Boards pleasure.
- Legislative Representatives: are usually the Chairman and Vice Chairman of the Administration and Finance committee as the Medical Scholarship Program Falls under the direction of this standing Committee. The County Attorney sits on the OCMSB for guidance and recommendations and the current Chair of the Legislature as well.
- Choices for Board Membership - Cross-section of Orleans: Traditionally the membership reflects the County Population and usually there will be a representation from the East, Central and Western part of the County.
- Choices for Board Membership - Professions: Traditionally the membership has included the CEO of the Hospital, a representative from the Religious Community, representative of the Medical Community, and a Teacher. Each has a role in planning. This has not always been possible, but exists as a guide.
- The Board Officers: are elected at the annual meeting from the six at large members. Traditionally a President, Vice-President and Secretary are voted into office for an annual term. The Legislature appoints two three year members to the expiring class to keep the roster at six. The board is responsible for Grants being considered in the light of the probable need for Adding or Replacing General Practitioners in Orleans County as well as the probability of the student returning to the area.
- Officers Duties: elected annually
- The President files the Annual Scholarship Board Budget with the Legislature in late summer of each year. This is based on the number of Doctors active under the plan or anticipated in the upcoming fiscal year. The President also recommends member reappointment, prepares agenda and conducts meetings, develops an annual Calendar and Presidents Report. The active contracts are reviewed as well as any open business from previous Doctors in Training.
- Vice President: assists the board in planning and leads meetings in absence of the President.
- Secretary: Notifies members of meetings, keeps and distributes minutes of meetings and takes care of documents of the OCMSB
